SUSPENSION OF E-NEWSPAPER AND E-MAGAZINE SERVICES
The NMBM Library services regret to inform its NMBM community that its e-newspaper and e-magazine service is suspended with immediate effect until further notice due to technical and administrative challenges. EXTREMELY HOT CONDITIONS ARE EXPECTED FOR SATURDAY, 13 MARCH 2021
Extremely hot conditions are expected in places over the western and central parts of the Eastern Cape on Saturday, 13 March 2021.
A cold front approaches the country from the west, with a surface trough extending through the Eastern Cape causing dry north westerly winds blowing off from the interior, resulting in very hot to extremely hot conditions across the Eastern Cape. Areas in the west are of particular interest as the expected daytime-temperatures are expected to range between the late 30’s and low 40’s, this will pose a risk as people and animals can get heat exhaustion, heatstroke, bloody nose, faintness, and dehydration. The general public over the forementioned areas are advised to avoid strenuous outside work as well as drink plenty of water.
Moreover, these dry, hot and slightly windy
conditions over the western and central parts of the Eastern Cape are expected
to enhance the risk of runaway fires, thus open fires are prohibited. A slight
chance of heat-induced thunderstorms is expected in places over the interior in
the afternoon.

POWER OUTAGES AFTER LOADSHEDDING
Please note that when a group / area has been switched off for loadshedding, customers are reminded to switch off their major appliances, i.e. stoves, geysers, pool pumps, heaters, air conditioners, etc. When the electricity is restored after a loadshedding slot, these high-consumption appliances normally draw a lot of current, causing a high demand on the electricity network.
This causes the electricity circuit breakers in the substations to trip and is the reason why the electricity goes on, but then off again after a few minutes when NMBM switches the electricity back on. This results in damage to the already aged electricity infrastructure and causes prolonged power outages.
Customers are advised to switch on their appliances one by one, allowing a few minutes' interval between each. We therefore urge consumers to continue assisting us in managing consumption in order to reduce the impact of loadshedding.

CHURCHILL AND ELANDSJAGT WATER TREATMENT WORKS DOWN DUE TO A FAULT WITH SUPPLY FROM ESKOM
There is currently a fault with the electricity supply from Eskom to the Churchill and Elandsjagt Water Treatment Works. Both plants are currently off and there is no timeframe available for when supply will be restored.
This could cause disruptions to multiple areas due to the water system being integrated and water being shared throughout the City to assist all areas during the drought disaster.
Storage levels will be monitored and water tankers provided if storage is depleted.
WATER DISRUPTIONS IN UITENHAGE DUE TO FAILED PUMP STATION
The City wishes to inform residents that we are experiencing water disruptions in Uitenhage in the Van Riebeeck reservoir zone.
This is due to a pump station failure at Van Riebeeck.

INTERMITTENT WATER DISRUPTIONS MAY OCCUR DUE TO CRITICALLY LOW RESERVOIR LEVELS
The Municipality wishes to update residents that our bulk storage reservoirs are slowly climbing however, any unexpected event could still result in disruptions as storage levels are still critically low.
Residents that receive water directly from bulk water pipelines fed from Kouga dam are still experiencing some disruptions as this is the highest point on the water network and storage will only build up once the rest of the system has been restored.
Residents are reminded that supply from the Kouga dam has been restricted by 70% as the dam is currently at 6.4%

The Nelson Mandela Bay Municipality wishes to inform residents that all Customer Care Centres have been temporarily closed due to the ongoing industrial action.

In case of a blocked prepaid electricity meter, residents are encouraged to check their latest statement for their overdue amount. The amount written on the statement will need to be paid and a receipt emailed to reconnections@mandelametro.gov.za to allow for a reconnection.

MUNICIPAL SERVICES AFFECTED BY STRIKE ACTION
The Nelson Mandela Bay Municipality wishes to inform residents that due to the strike action currently taking place, some of the municipal services have been negatively affected.
Some of the affected Directorates include Electricity and Energy and Infrastructure and Engineering. This has caused delays in responding to reported electrical faults and water leaks.

The Municipality wishes to inform residents that the Water and Sanitation department suspects that there is a burst main pipe in Ward 50 that has resulted in the loss of water supply.
The department has tried to locate the problem and have sent leak detection experts to assist with finding the burst as it has not surfaced as yet.

The Municipality would like to inform residents that a second burst occurred this morning at Victoria Park School area, on Airport 525mm diameter water main. The following areas are affected:

Re-opening of libraries after the Christmas Closure
The Nelson Mandela Bay Municipality Library Service will re-open on the 11 Jan and continue receiving of library materials. Libraries will receive library materials from 09h00 until 15h30 on Monday to Thursday and 09h00 – 13h30 on Fridays
Walmer Library will receive library materials on alternate days every week, i.e. Monday, Wednesday and Friday. Monday and Wednesday both libraries will open for receipt of library materials from 09h00 until 15h30; and 09h00 – 13h30 on Fridays.
North End and Algoa Park Library will receive library materials daily from 8h30 – 12h30
Library materials will be accepted at the entrance of each library for quarantining. Library patrons will not be allowed inside the library. Patrons will be offered a “call and collect” service for library materials they wish to borrow.
All public are advised that masks must be worn at all times and they will be required to have their temperatures taken and complete a contact tracing register.
All libraries will be open for this service with the exception of Allanridge, Chatty, Kwamagxaki, and Motherwell Libraries due to vandalism.

COLLAPSED SECONDARY MATURATION POND BLOCKS CAPE RECEIFE LIGHTHOUSE ROAD
We wish to inform residents that a secondary maturation pond, holding treated final effluent of Cape Receife Waste Water Treatment Works has collapsed.
The treated effluent, bottom sediments and sand flooded the Cape Receife lighthouse road and has blocked access to the road.
Work is currently underway to clear the road. The sediments will be dried and disposed at Cape Receife Waste Water Treatment Works sludge drying beds.

Following President ’s address to the nation on Monday 14 December, all NMBM libraries will closed for the return of library materials, the last day of service being Tuesday, 15 December.
Libraries will close for the Christmas period and re-open again on 11 January 2021.

The City wishes to inform residents that Groendal Water Treatment Works has been shut down due to a burst on the raw water bulk pipeline.
Reservoir levels are currently low and water is being diverted from other sources. There is, however, a strong possibility that areas will be affected and could experience intermittent water disruptions.
The repair is expected to be completed by tomorrow afternoon.

The Nelson Mandela Bay Municipality will carry out water infrastructure maintenance work on Wednesday, 9 December 2020, in Rowallan Park to reduce water losses. As a result of the work, residents are advised that the water supply will be affected between 9am and 2pm in the area.
The maintenance work on the pressure reducing valve supplying Rowallan Park is part of routine maintenance work on the City’s bulk water infrastructure. The work needs to be conducted in order to reduce the probability of unforeseen shut-offs, due to a lack of maintenance.

PLANNED WATER SHUTDOWN IN WELLS ESTATE, BEVERLEY GROVE AND FRAMESBY TO CONDUCT MAINTANANCE WORK THIS WEEK
The Nelson Mandela Bay Municipality will carry out water infrastructure maintenance work this week. This work will result in water shutdown in Wells Estate, Beverley Grove and Framesby.
Residents are advised that water supply will be temporarily shut off on Tuesday, 1
December 2020 between 09:00 and 14:00 in Wells Estate, between 09:00 and 14:00 on Wednesday, 2 December 2020 in Beverley Grove and between 09:00 and 14:00 on Thursday 2020 in Framesby.
The maintenance work will be conducted in these areas to ensure the City reduces water losses with routine maintenance on bulk water infrastructure. This is part of the City’s efforts to reduce the probability of unforeseen water disruptions due to lack of maintenance.
The infrastructure maintenance work is also vital to preserve the lifespan of the City's water infrastructure.
The City has chosen to conduct the work between 09:00 and 14:00 to ensure that few consumers will be inconvenienced.

The City's Water Division distribution depot has COVID - 19 incidents. Management has decided to temporarily close off the depot for decontamination.
A skeleton team will be put in place for continuity in dealing with leaks and burst pipes. Only major bursts and leaks will be attended to.

Re-opening of libraries during the Covid-19 pandemic
The Nelson Mandela Bay Municipality Library Service will open for the receiving of all library materials from Monday 16 November 2020. Libraries will open for receipt of library materials from 09h00 until 15h30.
Library materials will be accepted at the entrance of each library for quarantining. Library patrons will not be allowed inside the library. Patrons will be offered a “call and collect” service for library materials they wish to borrow.
All public are advised that masks must be worn at all times and they will be required to have their temperatures taken and complete a contact tracing register.
All libraries will be open for this service with the exception of Allanridge, Chatty, Kwamagxaki, and Motherwell Libraries due to vandalism. North End Library is closed at present due to a Covid-19 case, but should open on 19 November.
Library patrons are encouraged to return their library materials promptly to enable the libraries to complete a quarantine period before opening for lending.

All residents of the Nelson Mandela Bay, including Stakeholders, Civil Society, Government Departments and Parastatals, are encouraged to participate in these meetings in order to improve development and service delivery in Nelson Mandela Bay. These public consultations will be led by the Executive Mayor and the Mayoral Committee.

Therefore no refuse collection round has gone out yet. Affected areas are:

WATER DISRUPTIONS IN ROWALLAN PARK, KABEGA AND SURROUNDING AREAS.
Greenbushes reservoir was very low due to the resident's high consumption.
Suspicion is that residents are filling containers due to fear of water cuts over the weekend.
However, no water cuts are anticipated in that area, as long as residents use water sparingly.
We have since augmented the supply and the reservoir is starting to fill up again.
By midday we expect everyone in that area and surroundings to have water.

RESCHEDULING OF DRIVING LICENCE IN KORSTEN
The Korsten Driving Licence Testing Centre is in the process of rescheduling driving licence tests that were affected during the lockdown period.
Although the majority of the applicants were contacted and new dates issued, there is still 176 applicants that were contacted but to no avail.
We request all driving schools who know of any students having outstanding test to please report to the Korsten To expedite this process we have set aside a specific date (Saturday 19 September 2020 at 07h00) for an Official to facilitate and confirm new dates to those applicants.
The Chelsea reservoir has recovered overnight and reached 34% after weeks of battling with water supply.
As a result of the recovery, all the areas supplied by this reservoir should now have water. The areas include Malabar, Westering, Linton Grange, Sherwood, Hunters Retreat, parts of Rowallan Park, Parsonsvlei and Greenbushes.
All the suburbs supplied by the Emeraldhill reservoir have water, except for upper parts of Lovemore Heights.
Work is being done to pump into the upper reservoir for residents to have water. It is envisaged that by midday water will be restored.
The Municipality urges residents to continue using water sparingly.
Residents in the high-lying areas night experience water cuts due to the ongoing water disruptions.
Although the Chelsea reservoir has increased to 9% currently some areas supplied by this reservoir remain with a low pressure.
The areas supplied by this reservoir include Malabar, Westering, Lingo Grange, Sherwood, Hunters Retreat, parts of Rowallan Park, Parsonsvlei and Greenbushes.
Lovemore Heights which is supplied by the Emaraldhill reservoir remains affected by the water disruptions while Walmer Heights, parts of Lovemore Park, Mount Pleasant, Miramar, Charlo, Walmer Downs, Overbaakens, Fairview and parts of Newtown Park continue to have water supply.
Pumps have been resolved and the Municipality is waiting for the system to fill up so the rest of the areas can have water supply.

Nooitgedagt update:
Electricity was restored to the Nooitgedagt Water Treatment Works around 16:00.
The effect of this outage is that no water was treated at the works resulting in 4 main reservoirs running empty as well as their supply zones. This includes the supply to the Coega Special Economic Zone.
Nooitgedagt is currently on maximum production, but the supply is not sufficient enough to start the 2 booster pump stations to transfer water to Greenbushes to supply the Western Areas.
Depending on the rate of filling the systems the booster pump stations will only be able to start around midnight.
If all goes according to plan, Western Areas will have low pressure water in the morning.
The Municipality apologises for any inconvenience caused and urges residents to continue using water sparingly.
Mayoral Committee Member for Infrastructure and Engineering, Councillor Mongameli Bobani wishes to inform residents that water supply from Nooitgedagt has had another setback as reported earlier and the best available information is as follows:
1. A fault occurred in the main electricity supply to Nooitgedagt.
2. It is not loadshedding.
3. It will take about 5 hours to effect the repairs.
Based on the above and the experiences of yesterday, the high lying areas will experience low pressure by mid afternoon.
Once the electricity is back on it will take another 5 to 6 hours to restart the whole system of the Water Treatment Works and pump stations.
As the whole plant is down, areas such as Motherwell that was not affected yesterday will also now be affected.
Residents are encouraged to use water sparingly and not to stockpile water.

The Chelsea reservoir has gone up from only 7% to 11%. This means that most of the aforementioned areas still remain without water. Another major reservoir, Emeraldhill has gone dry. This is due to the water shortage in the system. Emeraldhill reservoir affects Walmer Heights, Miramar, parts of Lovemore Heights, Charlo and Fairview.
The reticulation system is compromised and intermittent supply is going to be experienced throughout the Metro. Water tankers will be deployed. However, given the extent of disruption, it will be impractical to deploy tankers in all these areas. We urge everyone to use water sparingly.

Message from the Electricity Department regarding Loadshedding:
"When a group / area has been switched off for loadshedding, customer are reminded to switch off their major appliances, ie stoves, geysers, pool pumps, heaters, air conditioners, etc. When the electricity is restored after a loadshedding slot, these high-consumption appliances normally draw a lot of current causing a high demand on the electricity network. This causes the electricity circuit breakers in the substations to trip and is the reason why the electricity goes on but then off again after a few minutes when NMBM switches the electricity back on. This results in damage to the already aged electricity infrastructure and causes prolonged power outages. Customers are advised to switch on their appliances one by one, allowing a few minutes' intervals in between. We therefore urge consumers to continue assisting us in managing consumption in order to reduce the impact of loadshedding."

UPDATE ON WATER SUPPLY OUTAGES IN UITENHAGE
The Nelson Mandela Bay Municipality would like to ask the residents of Uitenhage affected by the water outages in the area for their patience. Technicians and workers are on site, working around the clock to restore the water supply. The interruption in supply was caused by the burn-out on Sunday of the pump supplying water to reservoirs supplying the higher lying parts of Rosedale, Kabah and Mountain View.
The pump cannot be repaired and needs to be replaced. Unfortunately, a replacement is not locally available and the Municipality it trying to source one elsewhere. This may well cause a delay into next week.
The City has made water tankers available in the affected areas. Affected residents are encouraged to contact Ward 49 Councillor Franay Van De Linde on 082 303 7358 should they require more information concerning the location of the water tankers.
The City has also been experiencing problems with the electricity supply to the pump station that supplies water to the reservoir that supplies Scheepershoogte, Valleisig, Winterhoek Park and the higher lying parts of Van Riebeeckhoogte, Fairbridge Heights, Strelitzia Park and Vanes Estate. The City would like to alert residents that the pump is currently running, but has been the reason for these areas to be without water this week.

NMBM CALL CENTRE CLOSED
The Nelson Mandela Bay Municipality would like to inform residents that the 041 506 5555 accounts call centre is currently closed due to air-conditioning problems.
The problem has been reported to the NMBM IT Department. At this stage, there is no timeframe available for repairs.

WATER INTERRUPTIONS ON THURSDAY
Nelson Mandela Bay Municipality would like to inform residents of an emergency work to be carried out at the Nooitgedagt Water Treatment Works on Thursday.
The critical work will result in a decreased water supply from the Nooitgedagt Water Treatment Works to the Western areas of NMBM.
The system will be shut down early morning on Thursday,4 June 2020 and will be recharged on the same day, if no unplanned interruptions are experienced.

The Nelson Mandela Bay Municipality would like to inform residents that the Service Delivery Call Centre has been temporarily closed. This is after it emerged that staff members came into contact with a person who tested positive for the Corona Virus
